The Substance Abuse Prevention Block Grant (SABG) is a federal program administered by the Colorado Behavioral Health Administration (BHA) to support primary prevention efforts aimed at reducing substance use and its associated harms. Funded by the Substance Abuse and Mental Health Services Administration (SAMHSA), the SABG empowers local communities to implement evidence-based strategies that promote healthy behaviors and prevent substance misuse.
What Does the SABG Fund?
The SABG focuses on primary prevention activities targeting individuals who do not require treatment for substance use disorders. These activities are designed to decrease substance misuse and abuse, increase understanding of contributing factors, and promote healthy behavior and lifestyle to support positive choices. Funded initiatives may include:
- Information Dissemination
Raising awareness about the risks of substance use through media campaigns, brochures, and public service announcements. - Education
Providing programs that teach life skills, decision-making, and refusal skills to individuals and groups. - Alternative Activities
Organizing drug-free events and activities to engage individuals in positive social interactions. - Problem Identification and Referral
Identifying individuals at risk and connecting them to appropriate services. - Community-Based Processes
Building community capacity to address substance misuse through coalition building and inter-agency collaboration. - Environmental Strategies
Implementing policies and practices that reduce substance use opportunities, such as modifying alcohol and tobacco advertising practices.
Funded Programs and Initiatives
The SABG supports a variety of programs across Colorado, including:
- Under-Resourced High-Needs Programs
Serving counties such as Baca, Bent, Clear Creek, Custer, Fremont, Huerfano, Gilpin, Park, Prowers, and Teller. - Priority Population Programs
Targeting specific groups through organizations like Community Health Initiatives, Delta Montrose Youth Services, Gunnison Valley Mentors, Health Promotions at the University of Colorado Boulder, Partners Mentoring Youth, Rocky Mountain Youth Services, and Teens Inc. - Evidence-Based Programs and Policies
Implementing proven strategies through entities like Boulder County Public Health, Catholic Charities of the Archdiocese of Pueblo, Chaffee County Human Services Family and Youth Initiative, Colorado Meth Project, Rise Above, Crossroads Turning Points, Denver Public Schools, Full Circle of Lake County, I Have a Dream Foundation, Mountain Youth, and Summit County Family and Intercultural Resource Center.
Program Goals
The BHA has identified three overarching goals for all funded prevention programs:
- Prevent, reduce, and mitigate the incidence and prevalence of substance use, misuse, and abuse across the lifespan.
- Promote mental wellness for all Coloradans.
- Enhance and sustain a coordinated and integrated community and state prevention system.
